Stafford Beer in Latin America: Governance and the Politics of Possibility

It was in Latin America where Stafford Beer most ambitiously and persistently tested his ideas on cybernetics and governance. For Beer, the region was fertile ground for experimentation, where cybernetic thinking could move from theory into political and administrative practice at a scale and with a willingness to take risks that he found difficult to encounter elsewhere. Beer contrasted this openness to experimentation with the reticence of British institutions, which he saw as capable of generating ideas but reluctant to implement them fully, in particular for the benefit of society. By contrast, in Latin America, Beer was able to interact with a diversity of interlocutors — from presidents to engineers— enthusiastic about the idea of entrusting cybernetics to solve problems such as state modernisation, industrial coordination, and even democratic governance. This stream presents contributions that explore Beer's engagement with Latin America and, more broadly, the relationship among the VSM, governance, and political transformation. By recovering and examining Beer's broader Latin American legacy — beyond the emblematic case of project Cybersyn — the stream aims to challenge persistent biases about where technological and organisational innovation can originate, and to draw lessons that remain urgent as societies confront the question of whether technology will serve to democratise or to concentrate power.
